So goes one of the oldest principles of international relations.<\/p>\n\n\n\nAnd as Ukrainian documents now at the disposal of the media show, Moscow apparently had something to defend itself from when it launched its offensive in Ukraine. Over the past eight years, Kiev\u2019s military and special services have been preparing numerous operations aimed at undermining Russia\u2019s international ties, and internal peace itself.<\/p>\n\n\n\n<a href=\"https:\/\/www.rt.com\/russia\/562803-best-defense-is-good-offence\/\" target=\"_blank\" rel=\"noopener\">rt.com Rep0rts<\/a> : In June, a hacker Telegram channel dubbed \u2018Beregini\u2019 published the\u00a0<a href=\"https:\/\/telegra.ph\/Funduk-Zaslon-Bolotnaya-ploshchad-06-09\" target=\"_blank\" rel=\"noopener\">action plan<\/a>\u00a0of the Information and Psychological Operations Department of the Armed Forces of Ukraine\u2019s Special Operations Forces (SSO). According to official information, the tasks of this unit include working with the population of foreign countries, creating agent networks, and infiltrating special services and military organizations to conduct espionage and destroy people who pose a threat to the Ukrainian government (including in other countries), as well as preparing coups and the overthrow of regimes.<\/p>\n\n\n\nThe SSO plan was prepared back in 2017, and this is just one of many similar secret documents created by Ukrainian spooks. It was just one that became public. But the presence of these plans and the real political and military steps taken by Ukraine, which coincide with SSO programs to a surprising extent, indicate that KI\u2019ve&nbsp;has been actively carrying out anti-Russian activities since at least 2014, when a Western-backed coup took place in the country.<\/p>\n\n\n\n<h2>Sowers of Unrest<\/strong><\/h2>\n\n\n\nWhen studying the Ukrainian plan&nbsp;from 2017, the first thing that catches the eye is the variety of operations aimed at creating a split in Russian society.<\/p>\n\n\n\nOperation \u2018Zaslon\u2019 describes a scheme to influence the family members of Donbass soldiers and militiamen, as well as Russian army personnel. The operation\u2019s main goals include blocking military units and encouraging desertion and resignations in the militaries of \u2018Eastern,\u2019 the document\u2019s code word for Russia and the Donbass republics.<img src=\"https:\/\/cdni.russiatoday.com\/files\/2022.09\/original\/63245a6e85f5404ef85c0d72.jpg\" alt=\"RT\"><\/p>\n\n\n\nFILE PHOTO. This consists of cultivating distrust of Russia\u2019s military and political leadership among the country\u2019s population, as well as fomenting dissent&nbsp;\u201cagainst the aggressive policy of the \u2018Eastern\u2019 president and his entourage,\u201d<\/em>&nbsp;in order to incite mass protests.<\/p>\n\n\n\nUkraine\u2019s actual actions confirm the authenticity of these plans. Even after Crimea\u2019s reunification with Russia, Russian citizens could be found who sided with Kiev.<\/p>\n\n\n\nIt is noteworthy that in 2018, a&nbsp;<a href=\"https:\/\/ren.tv\/news\/v-mire\/943247-smuta-i-volodia-nazvany-aktsii-informatsionnoi-voiny-protiv-rossii\" target=\"_blank\" rel=\"noopener\">fake news story<\/a>&nbsp;claiming that 300 people had died in a fire at Kemerovo\u2019s Winter Cherry shopping center originated in Ukraine. No less revealing is the story of a Ukrainian Special Forces employee who&nbsp;<a href=\"https:\/\/rostov.tsargrad.tv\/news\/ukrainskij-troll-hotel-podnjat-bunt-v-rossii-no-zabyl-pereloginitsja_155298\" target=\"_blank\" rel=\"noopener\">called on<\/a>&nbsp;Russians to protest against \u201cpension genocide,\u201d but forgot to change his Ukrainian IP address.&nbsp;<\/p>\n\n\n\n<h2>Goal: Undermine Morale<\/strong><\/h2>\n\n\n\nThe number of Ukrainian sympathizers in Russia is unlikely to have increased this year.&nbsp;<a href=\"https:\/\/www.rbc.ru\/politics\/30\/05\/2022\/6294909d9a7947ab87f30350\" target=\"_blank\" rel=\"noopener\">Sociological studies<\/a>&nbsp;indicate that citizens\u2019 support for the Russian government has only been growing. By the beginning of the summer, 72 percent of Russians supported the military campaign, while Russian President Vladimir Putin\u2019s popularity rating had risen,&nbsp;<a href=\"https:\/\/ura.news\/news\/1052562506\" target=\"_blank\" rel=\"noopener\">settling<\/a>&nbsp;at 82 percent.<\/p>\n\n\n\nBut if Ukraine has failed in killing support for the offensive, it doesn\u2019t mean it hasn\u2019t tried. For example, the command of Ukraine\u2019s Special Operations Forces has been implementing the&nbsp;<a href=\"https:\/\/telegra.ph\/Detalnyj-otchet-PsAk-Smuta-72-GCIPsO-02-21\" target=\"_blank\" rel=\"noopener\">\u2018Smuta\u2019 project<\/a>&nbsp;since January of 2022. The documentation contains a detailed report on materials published in the Russian media and social networks aimed at destabilizing the country, provoking discontent among its population, and discrediting the authorities.<\/p>\n\n\n\nAfter the outbreak of hostilities, Operation \u2018Steppe Wind\u2019 was activated. As stated in the SSO documents, its task is to demoralize the enemy and create tension between the Russian military and DPR and LPR fighters. According to Oleg Matveichev, a professor at the Higher School of Economics,\u00a0\u201cin fact, there are about 80,000 accounts maintained by Ukrainian students [on the Russian-language internet], but they pretend to be locals: \u2018ordinary residents\u2019 of Penza, Kurgan, Chita, and Khabarovsk.\u201d<\/em><\/p>\n\n\n\nRelatives of Russian servicemen have been terrorized by telephone scammers who report the&nbsp;<a href=\"https:\/\/www.e1.ru\/text\/world\/2022\/03\/04\/70480682\/\" target=\"_blank\" rel=\"noopener\">death of their loved ones<\/a>&nbsp;in Ukraine or&nbsp;<a href=\"https:\/\/vgorodeperm.ru\/news\/moshenniki-atakovali-rodnykh-voennosluzhaschikh-kotorye-nakhodjatsja-na-ukraine\" target=\"_blank\" rel=\"noopener\">demand money<\/a>&nbsp;for their \u201crelease from captivity.\u201d As reported by ombudsman Tatiana Moskalkova, relatives of Russian soldiers have also received videos showing&nbsp;<a href=\"https:\/\/www.youtube.com\/watch?v=iZfel4mgqEM\" target=\"_blank\" rel=\"noopener\">prisoners being abused<\/a>. The Ukrainian special services have created several Telegram&nbsp;<a href=\"https:\/\/t.me\/cargorf200\" target=\"_blank\">channels<\/a>, where unverified data on Russian casualties and prisoners is published. The Ombudsman also said she has received more than 100 appeals concerning prisoners of war, of which about half have been confirmed.<\/p>\n\n\n\n<h2>\u2018Gentle Dew\u2019 of Grads<\/strong><\/h2>\n\n\n\nOperation \u2018Gentle Dew\u2019, which is aimed at residents of territories not controlled by Ukraine, deserves special mention. Its mission is to&nbsp;\u201cform pro-Ukrainian sentiment among the population of the occupied territories and encourage protest movements directed against the \u2018Eastern\u2019 and the occupation authorities.\u201d<\/em><\/p>\n\n\n\nHowever, there has been no success in implementing this plan. The main reason for this lies in the difference between Kiev\u2019s and the Donbass republics\u2019 views on and approaches to the possible reintegration of the regions with Ukraine. In March 2021, President Vladimir Zelensky signed a decree approving a \u2018Strategy for De-occupation and Reintegration of the Temporarily Occupied Territory of the Autonomous Republic of Crimea and the City of Sevastopol.\u2019 The document, which consists of 158 paragraphs, will give you an idea of how the authorities in Kiev intend to treat the residents of the regions that have left Ukraine.<\/p>\n\n\n\nThe document proposes to exclude persons who&nbsp;\u201cwere part of or collaborated with the occupation administrations\u201d<\/em>&nbsp;from holding any position in government or civil service. The question of whether these conditions will make residents of Crimea and Donbass want to return to Ukraine is purely rhetorical.<\/p>\n\n\n\nWhile it is unknown whether the SSO intends to continue implementing its plan to foster pro-Ukrainian sentiment among the residents of Crimea and Donbass, we do know for sure that the Ukrainian side sharply increased its attacks on cities in these regions after the start of Russia\u2019s Special Military Operation. So far, this \u2018Gentle Dew\u2019 has only&nbsp;<a href=\"https:\/\/www.youtube.com\/watch?v=2AR1LLU3UUs&amp;feature=emb_logo\" target=\"_blank\" rel=\"noopener\">fallen on the region<\/a>&nbsp;in the form of MLRS Grad shells and Tochka U missiles.<\/p>\n\n\n\n<h2>On the Hills of Manchuria<\/strong><\/h2>\n\n\n\nUkraine\u2019s SSO has also carried out several special operations in the foreign policy field. One of them is operation \u2018Caspian\u2019, whose purpose is to sow and deepen disagreements between the Russian Federation and certain \u2018Fawn,\u2019 which are presumably countries in the Caspian region. The operation is to be considered successful if it leads to&nbsp;\u201cactions indicating the refusal of \u2018Fawn\u2019 from interacting with \u2018Eastern\u2019.\u201d<\/em><\/p>\n\n\n\nIn general, it is difficult to assess where the line lies between Ukraine\u2019s efforts to disrupt Russia\u2019s relations with its partners and the natural difficulties that arise in the dialogue between any countries. Nevertheless, it is worth noting that during the riots that took place in Kazakhstan in January this year, at least some of the protesters\u2019 actions were&nbsp;<a href=\"https:\/\/stanradar.com\/news\/full\/47996-terroristami-v-kazahstane-upravljaet-sluzhba-bezopasnosti-ukrainy-.html\" target=\"_blank\" rel=\"noopener\">coordinated<\/a>&nbsp;with Ukraine, where Kazakh oppositionists found refuge.<\/p>\n\n\n\nOperation \u2018Manchurian Hills\u2019 aims to worsen Russia\u2019s diplomatic relations with the countries of the Far East. This Ukrainian special services\u2019 plan has been designed to persuade Moscow that its eastern neighbors are potential threats, thereby provoking Russia to increase its military presence in the region.<img src=\"https:\/\/cdni.russiatoday.com\/files\/2022.09\/original\/63245a9e85f54034a37d23bb.jpg\" alt=\"RT\"><\/p>\n\n\n\nFILE PHOTO. For example, to offer experience\u00a0\u201cacquired over years of countering Russian aggression\u201d<\/em>\u00a0to NATO countries and the Baltic-Black Sea region. Or to assist in fighting Russian \u201cdisinformation\u201d in neighboring countries, to support the \u201cpeople of Belarus,\u201d to \u201cdemocratize\u201d Russia itself, and to strengthen\u00a0\u201cpressure on and deterrence of the Russian Federation on the basis of a broad international coalition.\u201d<\/em>\u00a0This, by the way, is also included in SSO plans called \u2018The Voice of Reason\u2019.<\/p>\n\n\n\nEven in bilateral relations, where Ukraine should seemingly focus on developing trade, industrial cooperation, and cultural exchanges, the Foreign Ministry is tasked with&nbsp;\u201censuring support from African and Middle Eastern states in countering the aggression of the Russian Federation.\u201d<\/em><\/p>\n\n\n\n<h2>Epilogue<\/strong><\/h2>\n\n\n\nSince the outbreak of hostilities, Ukraine has been trying to present Russia\u2019s actions to the \u2018international community\u2019 as an attack by a great power on a small state that is unable to defeat the huge Russian army because it has never had aggressive intentions either against the Russian Federation or any other country. This statement is refuted by \u2018<a href=\"https:\/\/www.president.gov.ua\/documents\/1212021-37661\" target=\"_blank\" rel=\"noopener\">Ukraine\u2019s Military Security Strategy<\/a>\u2019, which states in black and white, for example, that KI\u2019ve&nbsp;may enter into a war with the Russian Federation if Russia tries to&nbsp;\u201ckeep the Republic of Belarus in its sphere of political influence.\u201d<\/em><\/p>\n\n\n\nThe goal of Ukraine\u2019s accession to NATO is also clearly outlined. Of course, as a sovereign state, Ukraine has the right to join any international organization. But the issue is that Kiev sees the goal of NATO membership as the US-led bloc\u2019s participation in a war against Russia. Though she escaped prison time, the court somehow deemed it just to require her to pay restitution to the family of the man who brutally raped and trafficked her when she was a child.<\/p>\n\n\n\nWhen her high school teacher, Leland Schipper saw Lewis on the news, he was shocked. He described Lewis as a well-liked &#8220;extremely kind, sweet and very funny&#8221; 15-year-old he taught freshman math to at Des Moines Lincoln High School.<\/p>\n\n\n\nSchipper, according to the Des Moines&nbsp;<a href=\"https:\/\/www.desmoinesregister.com\/story\/opinion\/columnists\/rekha-basu\/2021\/12\/03\/child-sex-trafficking-teen-guilty-plea-underage-victim-racial-disparity-pieper-lewis\/8835758002\/\" rel=\"noreferrer noopener\" target=\"_blank\">Register,<\/a>&nbsp;said he was &#8220;flabbergasted and outraged&#8221; that she was charged while no action has been taken against the men involved, noting that, but for their actions, the &#8220;anger and trauma&#8221; her violent act belied wouldn&#8217;t have taken place. The campaign exceeded all expectations and as of the writing of this article, it&nbsp;<a href=\"https:\/\/www.gofundme.com\/f\/vxgt7q?qid=d290ec79f3caf4e7c630c66e002cbd78\" rel=\"noreferrer noopener\" target=\"_blank\">has surpassed $450,000<\/a>&nbsp;\u2014 more than enough to pay the child rapist&#8217;s family and help Lewis start a new life.<\/p>\n\n\n\nAs we reported at the time, on the night she killed Brooks, who was 37, Lewis was just 15 years old. He had just raped her and it was one of many rapes she&#8217;d endured as the teen had been trafficked for months prior.<\/p>\n\n\n\nDespite the facts of the case, Brooks was charged with first-degree murder. Even prosecutors have admitted it and do not dispute claims that Lewis was raped and trafficked by Brooks and others. Yet they still sought to lock her up.<\/p>\n\n\n\nThe Des Moines Register<a href=\"https:\/\/www.desmoinesregister.com\/story\/opinion\/columnists\/rekha-basu\/2021\/12\/03\/child-sex-trafficking-teen-guilty-plea-underage-victim-racial-disparity-pieper-lewis\/8835758002\/\" target=\"_blank\" rel=\"noreferrer noopener\">\u00a0reports<\/a>\u00a0that Lewis, who graduated from high school in July while in juvenile detention, agreed to plead guilty in adult court in June 2021 to involuntary manslaughter and willful injury. Her mother verbally and physically abused Lewis, leading to the teen running away. According to court documents, when she ran away the first time, Lewis was raped and when she returned home to tell her mother about it, her mother blamed\u00a0her.<\/em><\/p>\n\n\n\nAfter her mother ignored her, Lewis went to the police and told them that a 28-year-old musician had kidnapped her and forced her to have sex with men for money. But they took no action. One of these men who paid her abuser to rape Lewis was Zachary Brooks.<\/p>\n\n\n\nThe Des Moines Register explains:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote\">One night in May, Lewis said, Brooks raped her five times after making her drink alcohol and smoke pot until she was passed out. Sex with an underage minor is rape. Then on May 31, she resisted going to his apartment, her attorneys say, and the musician responded by cutting her neck, so she went. On that night and the next, she was ordered to strip, drink vodka and smoke marijuana by him and two other people, according to her plea agreement. On June 1, she fell asleep, awoke to find Brooks raping her, and screamed unsuccessfully for him to stop. H<a href=\"https:\/\/tnc.news\/2022\/09\/05\/trudeau-not-done-with-covid\/\" target=\"_blank\" rel=\"noopener\">e told reporters<\/a>&nbsp;\u201cthere is a real risk of a serious wave of COVID,\u201d just as the fall session of Parliament begins.
